Automatic Sanitizer Dispenser Circuit using Micro-controller

We want a Sensor based Controller Card for Automated Sanitizer Dispenser Machine, Card should be robust and economic too, We need Pump to start when Hands detected and dispense the Sanitizer, if Hands are in Sensor proximity range for longer time then Dispensing will cut-off automatically at preset duration which should be adjustable between 200ms to 15 Seconds using a potentiometer or preset, The sensing distance has to be adjustable through Pre-set, if the person need more Sanitizer to be dispensed from the Pump then he has to remove hand and represent again within the Sensor range, we want to integrate 3 different types of Sensors (HC-SR04 Ultrasonic Sensor Module, IR LED RxTx Pair, TSOP1838 Photo Sensor) with this controller Card, All sensors option should be available, we will choose different sensor depending upon different requirement or models of Machines but the Card will remain same for all the Sensors, Number of Indications are required (i.e. Power On LED or Standby LED, Detection LED, Cut-Off LED, RGB LED when Dispensing), some other important features to be developed (i.e. Over Load protection and Indication, Reverse Polarity protection, Short Circuit protection) We want to get this developed around low cost MCU, such as STM8S003F3, PIC, Atmel, Renesas RL78/G11, We prefer using STM8S003F3 it’s low cost and easily available, rest all MCU’s are short in market no a days. The Scope of work will be: Coding of MCU, Schematic, PCB Gerber File for Fabrication and Production. Things to take care of: Minimal Components used, Low-cost Devices, PCB Size to be small, All components should be Through Holes, MCU to be SMD.
