Still Looking for a QUALIFIED lead generator for businesses who want a website.

I am looking to get QUALIFIED leads for businesses that need a website. This is a COMMISSION only project. and is being reposted as previous interest did not firm up. Let me say again - I do not just want a list of businesses with contact details that do not currently have a website - I can gather those myself. I want contact details for business that have been QUALIFIED/ie contacted and who DO want a website. I don't want people who can do PHP or whatever - I need people who have 'the gift of the gab' to find and CONTACT people who genuinely WANT a website(or renewal). Commission is £100 per client obtained - payable when the client has signed the order form and paid the deposit.
