Excel file that has to be converted in to a Name/Value JSON format.

I have an Excel file that has to be converted in to a Name/Value JSON format. Each column has Name in the first row and the Value in the following rows. There are 9 columns and 250 rows. In the last column I have the output that I need in the JSON format. However; I also want the code or formula that you use to create the output. All work must be either totally in the Excel spreadsheet using VBA script or you can create it in C# or VB.Net.
