Excel VBA Application

Hi I am hoping to hire some help for a small project in excel. Please see the following: 1) Control Panel Worksheet In the Control Panel Worksheet, password protected, admin can create blocks/define name. Each block to have its own worksheet. The following variables to be set for each Block. a) Title b) Detail - text and ability to upload icon/image. c) Contract Wording (possible to link or add a MS Word or PDF doc?) d) Block Limit (Fix and/or Adjustable) - If adjustable, set allowed values or range of values. e) Block Price (Fix or Adjustable) - if adjustable, set price factor based on the allowed block limits. f) Natural Sequence 1 to 1000 - This will help later when printing the Contract Wording as to which block wording go where. g) Enable/Disable the block h) Anti-Clustering (ability for admin to select which other blocks can never be selected when this block is picked by user) 2) Front End Worksheet i) In this worksheet, user will see all the enabled blocks in a drag drop style. i.e. icons set in b above. j) User can choose and drag blocks to an area inside this worksheet based on what blocks they needs. Like insurance coverage options or grocery items. k) If a user chooses and tries to drag a block which has been tagged by admin as anti-cluster (item h above), this does not drag and give a warning message that "This item is not available". Or simply change the color or style of the block. l) Once the user has dragged dropped all needed blocks, he can hit "Execute" which will print or convert in PDF all the contract wordings combined in one document.
