Create a website that emails staff, and tracks their response for events.

I am looking for someone to create a website and database that will send out emails to our staff, and track their responses. We hold professional exams every few weeks and right now we email everyone and manually keep track of staff that can help out with our exams. I am looking to automate some of the process. I have attached a few files with my ideas. You must be flexible during the creation of the project. I may need to add or remove functions of the site as it starts to come together. You should be willing to add or remove this functions as part of the initial job. This is a work in progress and our team may realize that a certain function may not work with the site as planned. This could lead to ongoing work. You must be able to communicate in English well. You must not ask for the release of money prior to the completion of the job. You can run the script on your site during development. Payment will only be released when it is running on our site satisfactorily. I will only set up a milestone of 50% maximum during the job. If you ask for more, I will report you. There are too many scammers on this site. Ask all questions prior to taking the job.
