Library Website and Database, With Audio and Picture upload and Paypal API

We are looking for a coder who will build a "lite" version of our library site. We have most of the pages in HTML form, we require some design element tweaks and the database to be build. This will be the second time we have launched this site, the first coder we worked with since 2005 is very busy and so we are looking for a long term partner and putting this project out to tender as per his agreement. We would need verification links of previous library database sites, and also proof of Paypal Integration work. And potentially more than one live site reference contact. Part of the project is to include a. Your warranty on the work and b. A maintenance agreement. We would pay upon launch of the website. Radio Talent Scope: Overview: Code the HTML Pages that have been already prepared. Create a new home page design HTML from PSD based on my guide or supplied PSD. Suggest simplified operation so that the website operates as a simple upload pay to list site. Considering adding features along the way. Create a simple PayPal Website Payments Pro integration. Have an awareness and understanding of design so that I can make design tweaks to the existing pages. Number of tweaks in the Excel Document. Place a placeholder bid, as a first estimate. Suggest a workable solution for bug fixing and warranty period of 12 months that is favourable. They are given a unique page and are able to edit the content on that page. The website encourages those who wish to employ these presenters to log in (using Facebook etc) or by other means, so that they can see their contact details. We have access to edit, renew, update, the presenter pages, date joined etc. We have access to all employer email addresses, names, countries and so on. We will have the ordinary associated access and email scenarios such as admin emails and so on. We will have a simple contact section in our admin to handle and avoid spam to our email address.
