Small website for giveaway promotion and emails collecting

Hi, Looking to develop a small site that will primarily be for a giveaway promotion (with a shopping cart) in order to gather highly targeted email addresses but should also have the capabilities of upgrading the giveaway for a cost or taking another item and paying the difference in the cost. Here is how I would like the details to flow. Mainly this will be an Instagram giveaway promotion. The user will get a promotion code and will click the link in the bio to get to the website. Once in the website the user will have to enter the following info; full name, email address, promotion code and Instagram handle. This information will be saved in the database for the admin to be able to pick out the winner. This page should also have buttons that will bring up other pages like a page where the user can purchase other items outright. Admin should have access to a page with the customers info saved with an option to check off if customer is a winner. Once a user has been notified of his winnings, he will get an email with a link to access the website to claim his winning. In that page he will get the item that was on promotion, the item will have upgrades and upsell with a cost for the user to add on to his free item. The winner will get an option to upgrade the size of this item and will have a discounted price (based on the promotion code) cost to it. Admin needs a page or some other methods of specifying which item is on a promotion giveaway. Several items using different promotion codes at any given time is possible. I would also want to have another page (or pages) with different items for purchase by anyone but if the winner picks any of those items he will be charged the regular price minus the value of the winning item. For example, if the winning item has a value of $50 and the item that he wants to purchase has a value of $200 he will be charged $150. all items on promotion and also those for purchase require the customer to upload a picture. Admin at the backend should be able to download the picture and full resolution. Any user that has registered with a particular promotion code (whether a winner or not) will always get the promotion discount on any purchase. Please specify what technology you are planning to use for this small website. Bidder/developer has to speak fluent English and be available in the time zones.
