Hello, I have created same sort of application for one of my client long ago in which customer open a task and new ticket number assigned to it automatically. Then Team Leader assign task to his team members. System keeps track of Task status, and Time duration, However they can also add working hours manually. I guess you have created wrong Project budget. Instead of fix rate you have chosen Hourly rate but this is unrealistic. There for please consider my bid amount as Fix rates. Hi I believe you made a mistake in specifying the budget, but anyways , the amount I have mentioned is for the whole project not my hourly fee. Do you want this software on tthe web or in your company intranet ?? Do your tech guys do field job or desk job over the phone and internet ?? Becasue onsite intranet will be a lot more secure. I'm IT-manager, and use gqueues for such things! You can create tasks, plan them (using a google calendar!). You can report using a tool we developped to report per client So my advice is free..

I currently have an in-house software we developed for this purpose. Some customization would be required specific to your needs, however the base is ready to go and in use now. I would basically charge you a flat rate for that software, and hourly for the customizations. Our software is built in CakePHP 3, with excellent coding standards.
