Frosted Glass / iOS Blur Effect on Bootstrap Navbar

You will be provided a basic Bootstrap 4 template with a fixed (sticky) navbar. The goal is to have the navbar blur everything on the page when it passes over that content. We do -not- want to blur anything on the navbar itself, just the content behind it that is found on the page as the user scrolls. This navbar is sticky and will therefore move down with the page, so the blur must be dynamic and blur everything under it dynamically.
A jQuery library is acceptable under the assumption it is required and not feasible with just CSS or HTML5. A fallback color should be specified for non-modern browsers.
