asp.net web form project - with html5 cache saving and xml data saving- Offline web site ---using jqGrid or similar grids

i need to build a web site which will get the information from a database and populate the jqGrid or similar one and update a grid and then , it will do and save all functionality to a local storage and main button will push the data from localstorage and create an xml folder. Once there is a network , this xml data will be inserted to an external database table.
