Decode Audio Tones and Record and Upload to AWS S3

I am looking for software, and the code, that I can run on a Raspberry Pi. It will "Listen" to audio in, and it will be listening to a 2 way radio with voice audio and tones on it. It will need to listen for the tones and constantly check the HZ of the tones. There will be multiple tones played in a sequence of 2 in a row, the first will be 1 second long the second will be 3 seconds long. The Program will need to connect to over a websocket to my server when it is started to retrieve the current settings for the program to save into a local database. I would like to be able to log into it Via a web browser by host name and configure the Audio input levels and enter a user name. When the program detects a set of tones that matches a set in the list, the program will send a notification over the seb socket, VIA an API I will provide, and then it will start recording audio for 60 seconds. When it finishes recording for 60 seconds it will upload the file to Amazon S3 and then will send a link to the Server via the WebSocket of the file it saved. I have attached a sample of the tone that you will need to decode.
