Create Magento 2 module (customizable button in admin header)

We want a button added to the admin header. This button has to be customizable from the Magento admin (Stores ­­> Configuration > [module name]). Button functionality: when a user clicks the button, it opens a link to another page (in a new tab). The URL is provided by the admins through the module configuration page (in Stores > Configuration). It's an external URL. Button location: header section of the admin, please look at the image attached for more details. The button needs to appear on every page of the admin, just like global search and notifications. Button display: the button appears only if a link is provided in the module configuration. Button design: - The font, font-size, letter-spacing, etc. will use the same values as other "orange" buttons of Magento. - The text label, text color and background color are customizable from the module configuration. - The text label must have at least 2 fields for fr_CA and en_CA locales. (if you need to add a default/system label, that's ok) - The button width needs to adjust to the length of the text and the padding between the text and button borders must remain the same as other "orange" buttons of Magento.
