Need app developed for Sports Figure

We have a strong design department, but need experienced backend programming team to drive the development. Project will be broken down into two phases - we will select a team that we believe can deliver both Phase 1&2, but this first part of the project is for phase 1 only. We would, however, like a ballpark range of what Phase 2 may cost. This app is being developed for a US sports personality (Athlete) Please refer to attached pdf document for specific details on apps features. Phase 1: Social Media Push Notifications Shareable Gallery (with a rating point system) Uploadable Fan Photo Gallery (with a rating photo system) Locating friends, inviting News The Ultimate Fan (game component, rewards feature) Phase 2 (user must pay fee to access content): Audio (podcast) & Video Content Player picks: App owner will weigh in on who they think will win the British Tour (golf) or the US Open Tennis and why… ITUNEs, NHL Schedule, Google +, Ecommerce (depending on what they want to sell, book, vitamin, Sponsorships, Appearances) This app needs to be cross platform on iOS, Android & possibly windows. We need an estimate on the project's cost, and time for completion. You can assume you will be working with designers who are experienced in providing graphics content to programmers in the correct file specs, and we will be extremely responsive to requests and questions. We would like the developer's assistance & expert advice in the app development, and throughout the entire development process and submission to the app stores. If the working relationship is successful for this first project, we will have several more projects to follow which will utilize the same (or very similar) coding template, and spin it into apps for several more athletes. We would like to make a decision on the development team within the next few days. This is a very real project, and we will be proceeding with it as early as next week.
