Build an app with text recognition, scanning barcode and data base analysis

Hi everybody,
I want to create a platform where user can check the toxicity of the product, that can be beauty, home product.
user experience:
be able to scan the product and have a toxicity rate of the product and have comments and rate from other users.
IF the product is not already in the app data base, the user can take a picture of the ingredient and with text recognition and external data source ( API i believe from ingredient product regulation and study what is toxic or not ), it will analyse each ingredient and give a final product toxicity rate.
THEN once the user has the result he will enter the brand, the product name, a picture and will add the product to the app database.
