Create Ionic app with Capacitor

I want to create an app using Ionic 4 (or newer) with VueJS or Angular and Capacitor. The app should record audios from the cellphone and be saved in decks (groups of similar subjects). The user should be able to add new subjects (decks). The user can choose to listen to all audios from a subject (deck) by pressing the play button next to the subject name. The user can click a big play button on the main screen; it opens a screen to select a list of subjects. Then he can play all audios from the selected subjects. The user click the "Add record" button. It opens a screen to record an audio . He chooses as subject and then records an audio that is saved under that subject. Whenever an audio is listened, a timestamp is saved for that audio so that the app know when that record was listened for the last time. When playing audios from a subject or a list of subjects, the app chooses to play in the following order: plays first the audio last recently played (the one with that has be listened to older time in the past). There should be a dark mode setting. There should be a button to select language (only English for now, but ready to add new languages) All texts of the app should be placed in a [login to view URL] file so I can than translate to another language ([login to view URL], [login to view URL], etc). The language setting should show icons like flags (US flag for english, etc) In settings there should be an option to export data to/from Google Drive. The images shown in this project are just for the person to have a clue on how the app should look like. I want it to be simple but beautiful. If the screen of the cellphone is turned off, the app should continue playing the audios until the user stops it. There should be a space at the top of the app to show admob banner. The app should count how many days in a row the user has used it to listen to audios (to be used in achievements). The app should be able of posting achievements to Google Play Services. Every time the user clicks the play button, the app checks how long since the last time it showed an ad in full screen. If past mor time than a limit, call an empty function (will be developed later on).
