iOS and Android App For Ordering Items, QR Code Scanning, and Recipes

Looking to have an app designed that will run on Android and iOS for a small business that sells premium quality meats and prepared meals. We'll provide all of the designs in terms of layout and interfaces, and you'll provide the code and assist with submission to the app and play stores. In short, a customer with an account can place orders securely through the app, use the built-in QR code scanner to scan a code on the packaging of the item they've ordered which links to a page on the company website, and there will be a section of recipes that coincide with the products that have been ordered i.e. if you order the pork chops, then you would see the instructions for cooking the pork chops. Mechanically, the app should pull information from the company website for the QR code information, recipes and customer information. At present we're running WooCommerce in WordPress (and would like to keep that back end if possible). We'd like to form a long term relationship with an app developer who can work with us as we add future features to the app (including an FAQ section, option for subscription model of ordering similar to Blue Apron, order tracking, etc...).
