Write an Android application

I have a very specific app I would like to put on Google Play. I want the user to be able to download the application, then sign-up with a unique username and mobile number. I then want the user to be able to pre-program 5 other usernames and mobile numbers. I then want the application to have a red "help" button so that when this is pressed the 5 friends receive a notification on their home screen with the persons username and phone number so they can contact the person that needs help. Obviously this will need to be hooked up to a backend database which I am willing to pay the ongoing hosting fees. If this works fine on Google Play I will pay to have it designed for iPhone also. I have included an image file for how I want the application to work.
