I have extensive experience with processing and parsing files with Perl, my language of choice. I have some experience with the Perl interfaces for MySql and sqlite3. I am allowing a lot of time for this bid, 10 business days, in order to assure a quality product. I do not want to risk bad data being entered into the database, so I will be spending time validating/sanitizing data parsed from the files. It may be that this project is simpler than I understand, and if so, the time can be reduced. I am bidding a low cost, in relation to the time I have allowed, as this would be my first project for a Freelancer customer. I will require a detailed explanation of the database, including relationships between all tables and keys, as well as the format and *meaning* of fields I must deal with. I will also need to understand the performance requirements of this system - optimization is time consuming. I would very much prefer to do all work and validation on a copy of the database, rather than the production database. A final run against the production database would be used, if desired, to assure completion of the project. The customer should be able to provide and execute test cases for his validation of my work. I should be able to execute the test cases during development. I will also need a way from the customer to ensure that no other processes are writing to the files while I am reading them. A common locking mechanism or schedule should be adequate.
