I was working with GE healthcare and Philips Healthcare for about 15 years in the past so I am well versed with DICOM and IHE workflows which governs the interoperability of various equipment in the hospital environment. What you are looking for is a MWL SCP which can support a Query of MWL items. It shall also be able to receive HL7 order related messages and create MWL items. May be it should support a UI to manually create items ? Should it also support PPS and close the loop on the HL7 order status? Let’s discuss.
