Suphisticated Adware Program

I' looking for an Adware program that I forces browsers to open new windows, pop-unders and pop-ups. I need to be able to control the ads in realtime via the Web just by simply entering the pop code or URL that I want it to open. I've made a brainstorm example of what it may look like, but of cource you should use your skills.
