Magento module (or other method) to pass custom URL

I have a magento store, which currently loads images/css from the standard [[url removed, login to view]]/skins/... I'd like a way of putting a custom URL (not hardcoding the URL each time) into the code so that I can have the CSS files and images on a different domain. Eg. now a linked image might be: I'd like something like this: There needs to be some way of choosing a different core URL inside the module/etc depending on whether local or not. The URLs exist in a [url removed, login to view] file, and preferably this method would pull them from that. I can give FTP info or you can just give me the code and explain where to put it. Please also give a list of files that have been changed. Thanks Jim
## Deliverables
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.

3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
