Money Tracking Website Clone - repost

I want to build a money tracking website, where users can enter bills serial numbers and track the status of the bills as it travels, somethings very similar to the popular [login to view URL] or the [login to view URL] site but adapted for another country. The site should functional the same as the mentioned site but have its own look and visual identity, which while being developed can be placeholders. I am looking for someone who can take a look at these sites and replicate the process used for tracking and managing users and come up with the structure and a functioning site. The project code should be clearly labeled and editable for images and assets to be changed. You will have full control of project and I am only looking for the end product code to host.
