mountain tracks website backend / frontend tie up

I don't have time to do any more work on a project with a decent-ish budget and need to find somebody (preferably, a company rather than an individual due to resource polling) that can take over the development and produce a CMS system that will allow for the required functionality.
There are four mockups from the designers to look at (attached). existing website is at [url removed, login to view]
the initial prototype html cut and js development i did as per this is here: [url removed, login to view] (just top of page 1 as of time of writing, to be completed soon)
anyway. my basic breakdown of the requirements as per the design:
1. Homepage elements, derived works that require dynamic coding
1.1 A product highlighter class, mootools, in the editable style of webtogs.
Content needs to be updatable via json but available in source for seo
1.2 Tabs system for testimonials, videos and photos + whatever to enhance UX
and conversion ratio.
- testimonials DB system which allows for filing under categories as well
as display / filtering via one. accompanying images are from (cats? or manual),
relates to USERS (see 4.7.1)
- videos system, ability to embed videos from youtube or similar, not local
storage, local reference to embed code.
- photos gallery, spec TBC
1.3 Widgets that get items by last min availability, plan a holiday (by category)
and guides links (dynamic or static)
note: the remaining elements can be static but editable in some shape.
2. Viewing a holiday landing page (eg, ski holidays), derived works
2.1 a product highlighter class, mootools, with a scroller and stacked content,
editable, zoomable (lightbox?)
2.2 tabulated system to overview the package, how editable? define hidden tabs
design please.
- overall covers a static explanation of the other 2 tabs (?)
2.3 holiday list view, requires a module that pulls data in whatever order / filtering
from the DB and displays it.
Requires:
- image scroller/swapper (thumbs), data stored within the packages
2.4 testimonials widget that grabs only related data to the category
3. Viewing a particular sub type of a holiday, like off-piste academy
3.1 a product highlighter class, mootools, with a scroller and stacked content,
editable, zoomable (lightbox?)
3.2 holiday list view, requires a module that pulls data in whatever order / filtering
from the DB and displays it.
3.3 testimonials as per parent cat (as per design)
4. Viewing a particular trip's details
4.1 stacker of larger images + lightbox, cms to update them.
4.2 static maps (or dynamic)
4.3 listing overview display function, read from DB and linked to dates
4.4 course duration cms-able + image stacker and zoomer as 4.1
4.5 useful info widget with a templated info pack that is editable
4.6 testimonials as per parent cat (as per design)
4.7 book now functionality, implied here:
4.7.1 user DB
4.7.2 signup functionality, profile etc
4.7.3 my trip history + trip booking manager (handling bookings) - through a
merchant provider (refunds, charges) and locally
5. sidebar widgets
5.1 last minute widget to get items by order of departure with spaced remaining,
needs to also use images from somewhere
5.2 favourites module to pull most viewed or used or whatever holidays within the
category being viewed, same about images
5.3 email list signup widget, email list management
5.4 search specifications, holidays, articles?
This really leaves some questions that are not answered within the design and
setup points. off the top of my head
1. booking
2. people / guides' profile pages (seems like a link)
3. "other" pages designs and functionality, like resources, about, tnc etc.
4. the hidden tabs?
5. the page is way too inconsistent and created with complete disregard for scalability
and maintenance. each area seems to have at least several different headers,
thumbnails and suchlike of totally different sizes, aspect ratio and content.
organising the actual properties of a holiday or trip and managing it will be a
nightmare, particularly so if the final objective here is to deliver a CMS that
will allow the client to do this themselves.
6. the "book trip" bits - user signup, verification etc process + taking deposit,
refunds, storing CC details, SSL certificates and security and so forth
hence, some flexibility in the spec will be required but the client is happy to compromise in favour of getting a fast turnaround.
if you can offer something close to these requirements w/o going grossly over budget and in a timely fashion, please message me. the client is going to work with you directly and myself as an advisory / frontend / javascript help if required. the designs and requirements are also understood to be flexible and site can be done in a modular way, i.e. not all features need to go live straight away.
delivery to high organic SEO standards will also be important (markup + url structure needs to be VERY WELL optimised).
budget is (to my understanding) flexible but for the backend/templating - depends on experience, product delivery and speed of delivery. however, when placing a quote - please explain the rate vs man hours you are basing this on. quotes like 'we can do this for 1900 pounds for you' won't be too popular with the client who wants to know what they will spend on.
if you think you can scrap together some open sourced CMS and get it to do all of the above, good for you. there are plans of making this site take money online so keep that in mind in your backend choice. please outline technology you plan to use and stay away from things like eZ Publish.
environment is likely LAMP with whatever extras that may bring (asp, cold fusion, ruby on rails etc)
