php form to fill, pay with paypal and automatic post on other website form

Hi Everyone, we need a php form for a visitor on our website, fill the form, pay fees with paypal(fee need to be editable in the database), store the data into a mysql database then post it automatically into 2 other website form + sending a email with all data to a particular email list(seperatly, one email by email). a cron on our server will be running every 10 min(example) the will look into our database to see if there are new entry, and if new entry a script will go on a specific website(not our), log into that website(with username and pass pre-determined) and fill a form with the information from our database then click submit buttom at the bottom of the page. the form to be filled in our website need to store images from the user(up to 5) with max 2Mb size each, then the script need to send those images with filling the post on the 2 other website, some javascript might be needed for one of the site to put the images on. those 3 site need a login access before to enter data into those form. also in the form on our site a number of week need to be decided from the customer to decide how many weeks he want to have his post on. (basically we sell sale ads on our site( example selling your own house) then the script need to go of other ads site to post those ads) also, a email need to be send with all information of the ads(same informations that need to be posted on the other site)This email address need to be setup from a table in the database(the way to modify this email will be manualy from phpmyadmin) and it should not be limited to only one email but a list (if more then one) from the database. This email should include the images that the user want to post. This need to be running on our server to fill the form on the website. For now we are looking for 2 sites(2 different form) and more will come in the future + email sending form. So the form on our site need to include all field that those other site are asked. (those site are in french) but I can help you to translate them to help you.
