help fix php json decode utf8 problem

existing code looks up address and saves in database. when lookup address in for example russian street name, it fails to covert/display address strings properly I need the string converted to save in mysql database text field type utf8_unicode_ci etc see example php code test-api [login to view URL] ## Deliverables see attached files
