Hi, we have already a PHP admin panel ready with basic functionality (authentication, registration, password reset etc.) built on top of Bootstrap framework, so it's responsive, clean and simple. So essentially you'd be paying just for coding of the added functionality you specify, which probably would some kind of user management (changing user groups, deleting users from groups...) and then the upload and 'share' functionality, which is a little unclear to me in the project specification, so if you could provide a little more detail as to how that should work.
