Build a Fee based Membership Website

We want to be able to help connect people with resources and resources with the thinkers of the world. A website where someone with an idea can develop, establish and launch it into a reality. A Fee based membership that will let people post their idea (with the use of a non-disclosure agreement to all members) and allow anyone to be an investor. Entrepreneurs can buy-ins as low as $5 and as much as $1M. Someone who has an idea can create a profile about themselves and attach different projects that can be seen by entrepreneurs. Investors can do the same and earn experience points by the number of projects they are invested. From the moment the entrepreneurs, invests in a project they will own a percentage of the company, while keeping the original poster the 51% majority. Functionality and layout will be similar to LinkedIn, FaceBook and Care.com. I have a logo and I own the [login to view URL] The opening page will be split into halves; entrepreneur and inventors (not framed into two just two columns). If a visitor clicks on entrepreneur then it brings them to a log in screen and once they are fee membership is finalized they will be able to view their profile, find other investors and see what projects others are invested in. if a visitor clicks on inventor they will be able to create a free membership but each project will cost $5 to create. Inventors will not have access to other project pages. There will be a resource section for each to help directed them to logo design to market research (third party). I have graphics and HTML skills so overall design is not required, I need help with functionality of programming. For Completion of this project, pleas have this up and running on a development webserver I can access to test its functionality.
