Build a Website similar build to RipoffReport.com

I am building a website that essentially let's people challenge one another to duels. I would like the basics of the website to function just like [login to view URL] The basics of the website will be the following: 1) A user can register an account 2) then create a Challenge 3) The Challenge will consist of a series of questions and input from the user such as name of the person being challenged, phone number, why they are being challenged, pictures of the challenger and receiver of challenge, how much each person will put (for example $1000 each and the winner gets the $2000), what kind of challenge (boxing match, MMA match, fat loss match) etc.. 4) upon completion creating the challenge, it will automatically be posted to the website as a new official public challenge hosted on the website. 5) the user can add to it, but edits will need to be approved by the admin. 6) the receiver of the challenge will be notified and have the option to accept or decline the challenge or offer a sum of money, etc. the response will be public on the same page. 7)When the challenge is created, an image is generated as an Official Challenge that looks like an official Government Scroll from the King (use imagination or ask for example). Perhaps a youtube video could be generated using the input? 8) Upon completion of creating the challenge, the user can then post on their facebook and other social media accounts. 9) I would like to make fundamental graphic changes to the website as it evolves and each public challenge will automatically adopt the change (such as updated logos, and look of the site). 10) I would prefer the website be in Wordpress and I am open to particular themes suggested 11) I also want to say that this is a new concept and has minor developments as the project completes. so please bid with keeping in mind that there may be reasonable additional requirements for the complete creation of the website.
