Build a website for monthly prize draws

I would like to create a website for my users to enter a monthly prize draw, the user must sign up with their email address and is then entitled to 1 entry per month (free). They will then have the choice to purchase extra entries each month (enabling them to have increased chances). I also wish to incorporate a referral system so that users may refer friends by email address, then if the friend signs up they are granted an extra entry that month. The system must be designed around collecting the users email addresses for marketing and announcing winners etc.
Must be a good system to avoid robot entries etc and stop users creating multiple accounts to enter, possibly only one sign up per IP address or use home address to stop this and verify legitemacy.
