The solution would be LAMP based with PHP, MySQL, HTML, CSS, JQuery, etc... You would log into the server via a PHP script and then communicate with the server via AJAX and JQuery to a PHP Script so the WHOLE page need not be reloaded.

My suggestion would be to use something like Silex or Lumen (I prefer Lumen) to create a REST API or at least to create a storage layer for the messages. You can use React.js or Vue.js for the frontend, but I prefer Vue.js. By using redis as a point of connection between the Lumen back-end and the Vue.js front-end, you'll end up with a chat system that updates consistently and can work on mobile or even as a chrome/firefox application. I had to create a notification system with a similar setup, so this shouldn't be that difficult. If you can give me a chance, I can create a well commented, very clean system for you work off of. Oh and, since Vue.js is reactive and has two-way binding by default, you won't even need the redis connection. That would only be necessary if you had chat users, etc. A simple Vue.js setup would work.
