Create a WordPress Template

I want a wordpress plugin created for me. It is for essay writing freelance services. It will have a smart calculator that determines the choices of a client in an order form and displays the price then proceeds to create an account and to bill the person. Then there will be a writers module where they can see the orders but will only bid to admin and cannot see what the client is paying. There is a sitewide message system where the writer can communicate with admin and writer. The client can approve the project or reject and it is taken to revisions category.
