Customisations To Existing Wordpress Website

I am looking for a Wordpress developer to help me with some customisations to the way my website works. I think it just requires some PHP modifications however it goes a little beyond my ability.
Customisations include:
1. Generate custom CSS when a checkbox is ticked
2. Customising Woocommerce shipping estimate function to search from a database of either suburb names or postcode numbers (by default it only searches by postcode number)
