Develop a PHP or Java web app

I am looking for someone to develop web based application that sets a timer to make a break during working hours. The user will set the time he wants to work and time for the break the web app will ring when there is time to rest. Also the app will provide some pictures of exercises for body, eyes, neck etc.
If selected you can choose to make it in Java or PHP or Ruby or C.
The web page also has to count if the user is not using the mouse or keypad, or watching something on computer and show how many minutes a day the computer was resting.
You have also to provide the documentation for the project, also explain in a page or so how you implemented the project and why you made the design decisions you did.
