Build me an Auction Site

I'm looking for someone to build me a very straightforward auction site. The auction site will only be used for determining the price, payment will occur offline. Customers will need to register, and be approved, before they are able to see a list of lots. Each Customer will need to have the following information captured: Company Name; Company Registration Number; Company VAT Number; Contact Name; Contact Telephone Number; Primary Delivery Address (1st Line and Postcode Only). Each company will then have the following information assigned to them: Surcharge Price; Short Name. Additionally a password for that customer will need to be created during the sign up process. Each lot will be a simple listing containing: Product Name Product Description Product Volume Product Shipping Date Customer Product Price* Lot Price Lot End Time\Date * Customer Product Price. The Customer Product Price will be the key piece of information. This will be what the Customer is willing to pay per unit volume to have the product delivered. So, for a lot that has a Product Volume of 24 tonnes, if the Customer Product Price is £10, then the Lot Price will be £240. The Customer will be bidding on a Customer Product Price. The Customer Product Price is comprised of two pieces of information, the Customer Surcharge (set by us when the customer registers) and the system price. The system price is the variable component that will increase when multiple people are bidding on the same lot. So, if Customer A has a Customer Surcharge of £10, and Customer B has a surcharge of £20, a lot with a starting system price of £20 will 'look to Customer A as if it costs £30, and to Customer B as if it costs £40. Therefore, if Customer A bids £50, that is a system price of £40 + £10 Customer Surcharge. For Customer B to equal that bid, he would have to bid £60. Customers are only ever to see any price displayed as a Customer Price, unique to them. So, if there is a bid history available to Customer A, all the prices in that bid history will be displayed as the Customer Price for Customer A (even where previous bids were submitted by different customers) The list of lots only needs to be displayed in a simple table format, sort-able by Product Shipping Date. We would like Customers to be able to see an anonymised bid history for each lot (prices displayed as their own Customer Price. We would like Customers to be able to set automatic bids up to a set level. All prices will be rounded to the nearest £. This does not need to be a 'pretty' site, but it does need to be functional.
