Build a WebApplication for price collection

We are looking for an experienced programmer(S) that would develop WebApplication for price collection that would be running locally on our server.
The application should be built upon an open-source solution.
The solution should be easy and fast to use and should have strong analytical possibilities and transparent reviews )
• Products / Suppliers and Clients would be imported from our existing database with CVS files.
• System should allow users to be assigned to specific suppliers and clients.
• Offers should be valid on a certain time frame
• System should allow assigning different products to the supplier
• System should allow assigning different products to every client
• Every Supplier has a specific Loading Zone
• Every Specific Loading Zone has different “transport costs”
• Users would input offers manually while speaking on phone so UI should be clear and intuitive
• Internal Supplier evaluation
• In Reports we should be able to see ( max price/min price / average price/nr. Of offers/volume) per product as well as products offered per supplier
• Inventory management ( In our case we will consider offers from our suppliers as our stock.
Availability will always be limited with a time frame.
After the time frame of an offer has ended availability from this provider goes to 0, even if “calculated” stock still exists. --–alarm to sales team advise updating their offer -
* Optional … upgrade option
• System should be able to send inquires to suppliers per email or even better to direct them to a web page where they would be able to input their quotation ( must be secure )
• Price lists for clients should be generated from “quotation obtained” + Transport costs automatically in pdf.
• Possibility of moving the service online in future
