Build me a website idea

Hello, I need someone to build me my website. Basically, what I need done is the following: A user management system ( you can use any you previously have, just needs the Register & Login functional, don't worry I'll create my own database haha ). Once the user logins, the main page should look something like this: Events attending & the price each one is, each event has a QR code which either scans as paid or not paid. An example would be, "The event is in USA, the price for attending is 400. You have/haven't paid yet [QR]" - I manually select in the admin panel if the user has paid or if he hasn't. Pretty much that's it. It's pretty simple, I could do it myself but I need a functional user management software - it'll take too much time & you could probably have it done within about 30 minutes or so.
