daloRadius Modification for Start, and Expiration of user Accounts

Hello. We are currently using daloRadius/freeradius as our back-end radius server for our hot spot wireless authentication portal. We are looking for someone to make some changes to daloRadius/freeradius to customize this better for our needs. We are looking for the following changes. 1) The ability to set a Start and End Date for an account. (Account can not login before Start Date or after End Date) 2) Ability to bulk import the user names, passwords, start dates, end dates into the system via the web interface. (it currently has bulk interface for just username and password, we want the ability to import the start and end dates as well) 3) The system to display all the logs and times in Eastern Time (New York time) instead of UTC We don't care how many simultaneous logins, how much time they spent online, or number of mb downloaded. We just want the ability to set a start and end date. We already have a spreadsheet with all of the dates and logins. We just need the back end daloradius/freeradius reconfigured to support it.
