develop php code for formatting an xml data request from a server

I need some php code to demonstrate requesting data from a server. The code should operate on an MAMP local host for testing and verification purposes.
The sample code should accept a 7 character entry (called "dot_number") from a simple php form, and send a request using that ID to the server, which will return an XML document into an object called $dot_data. The $dot_data information should then be displayed to verify that the information is complete and that the request has been fulfilled.
The simple dot_number form entry should be something like:

Then a server request for xml data should be executed, to get an xml document and call it $dot_data. The request takes the form of the following: ("[login to view URL]$filter=CrossingId%20eq%20 <dot_number>%27
&token=<access token>"
And then the entire xml document should be displayed for verification using something like:
echo $dot_data
There are many more phases to this project - this is just a beginning point. So a successful bidder should also have skills with parsing xml data and passing that information to conventional html code.
This task has to do with properly formulating the dot_number entered in the form into a request construct that the server can repond to.
I can provide the necessary access token as well as examples of retrieving this xml data from a standard browser. This should be pretty easy for someone skilled in the use of php and html.
