I need a professional developer to build a website using Wordpress CMS by creating a new theme (from scratch). The site should be in Arabic language and support RTL. The website should be responsive for all screen (PC, Tablets, and Phones). The main idea of the website is providing service from registered users that can be ordered from registered customers. The categories and subcategories can be created from the Cpanel and there are many features that can be enabled or disabled for each specific category and subcategory. For example, there is one subcategory that the users who want to post a service or ads are allowed to upload sounds and by the end there will be a sound album for each that user, that will result in a sound library for the website. The attached file can describe around 70% of the needs. NOTE: there will no be any payment until completing the project. There will be many milestones that will be created according to the progress of the work. NOTE: please read the posted job carefully and the attached file.
