Hello ! Could you please tell me, do you have any ERP system at all right now? Or how do you keep track of everything? And if so, why do you need to create this whole new system? Do you have any diagrams, wireframes, workflow designs and anything else needed for someone to properly understand your system and what's needed, and to be able to figure out possible bottlenecks or misc issues that might occur in the flow ? About coming to your country, I guess that wouldn't be much of a problem, my country is also part of the EU, I don't need a visa, and if need be, I'm willing to spend a bit of time there, I know that talking directly to the people that are dealing with all the aspects of the projects is actually a major interaction that sometimes need to happen. So not a problem about it, we might only need to discuss all the aspects related to flight, accomodation or others. Also, I'm legally registered here (though not collecting nor paying VAT), but you will get invoices for any expense you do for me. About me, I've been creating mainly custom apps for private/intranet use, all of them browser based (cross browser compatible opera/safari/IE/firefox/chrome) for about 10 years, I do have some larger ERP systems in place, running fine for years. I'm using Zend Framework for all of my work, and MySQL as storage engine. I'm not skilled in design /graphics(but you said you have this part ready), but my main skills are databases and programming.
