Install wordpress theme and plug in(s) and create a few custom codes

I seek an programmer who knows how to read and write for wordpress. INSTALL ALL PLUG INS FROM THE DOCUMENTATION CREATE 1v1 AREA AND FORMS CREATE BADGES (BADGES ARE EARNED AND BOUGHT) USERS CAN GAMBLE BADGES IN THE 1v1 AREA. USERS CAN BUY BADGES FROM THE SHOP. CREATE SHOP TAB CREATE SUBSCRIPTION LEVELS MOST OF THIS IS INSTALLING FREE PLUG INS , howver there's some custom coding to write. There's 3 stages to this project this is stage 1. once stage 1 is done i will post stage 2 and 3. i CAN ANSWER MESSAGES AND CHAT LIVE BETWEEN 12 AM AND 4 AM EASTERN STANDARD TIME ZONE.
