Interactive seating chart

I am looking for someone to build out a framework for an interactive seating chart application. If you are familiar with a restaurant floor chart that shows multiple tables throughout the venue, I'm looking to build a app that the user can click on either a single table or multiple tables and the program will draw a boundary box around whichever table(s) are selected and then display a spot to list the particular server and busser for that section. Once all the sections are divided up the map needs to be printable. I am looking for a framework that I can use to apply to any given seating chart. I am not a programmer but can generally get around code if it's associated with a GUI for the design aspect (think Flash Builder and copy/pasting Actionscript). Refer to the uploaded image as a rough reference as to what the final product would look like when used.
