Joomla alternative tooltip system

For Joomla 3 replace the standard tooltip with an implementation of this library: [login to view URL] The standard Joomla tooltip is based on bootstrap. It contains a bug which renders it useless, especially on mobile phones. Half the time the tooltip does not appear or it appears as a flash. So i am looking for an alternative. The tooltip is primarily used to display a piece of text. But the text comes from the database and may contain html with class names for presentation. On devices with a mouse the tooltip should appear on hover. On devices with touch screen it should appear with a click/touch. In both cases it should require a click to remove the tooltip again. The size of the tooltip should adjust to the size of the screen so text does not flow outside the visible area left or right. Down is fine. These things should normally be covered by the suggested library. Reading the documentation it should be a simple job to implement it. So at the moment best possible result with a standard implementation of that library is all i'm looking for so i can test it on multiple devices with big and small screens. You can use your own joomla 3 installation on a server or i can provide access to a test site. But it has to be on-line so i can access it with multiple types of devices.
