Metadata from Music files

I need a php web service created to read the metadata such as artist, featured artist, track name, track art, genre, year and producer from many MP3 files and store the information into a MySQL database.

The script should check if the artists, producer and genre is already stored in the database. If they are not there the script will create them. If they are there it will place updates based on their ids.

The script should also check iTunes for the song and store the download link for it.

The web service should be scalable so if I add new files to the aws bucket it will only need to update the database on the new files not those that already in the database.
