Radius server customization Radiusdesk

I would like to customize a radius server for multiple hotspot location .something that is self installed or can be hosted on AWS. i already have radiusdesk installedwhich is free. this can be used too. .Features. Abiltity to ceate user levels with roles assigned A nice looking frontend when a user comes i should be able to select the location by ticking.e.g if a user in location A wants to use the internet in the coffee shop. he will be granted ,if he would like to use the internet in our location B. he can be granted with the same user details just by ticking the location b check box. he can also be stop by unchecking the box. ability to create each location with different users etc. User levels like Super Admin,Admin,Receptionist etc.
