Upgrade PhpBB forum

I have an old PhPBB forum that needs the following:

1) Upgrade to the most recent PhpBB version.

2) Strengthen the registration to prevent SPAM registration

3) Change the theme of the forum to match the website

4) Fix several external links that allow users to post directly from external pages to the forum.
