Website that connects Educators and Parents

The project is suppose to link after school tuition educators to parents.
Looking for someone to build a system for me that fully functions with the requirements below:
A. Roles
1. Administrator
- Review and approve or reject applications by parent and educator
- Settle integrated chat system disputes
2. Parent
-The Parent should be able to register and communicate with the educator.
-Able to choose educator based 3 different locations (Penang, Klang Valley, Johor)
-View review and profile of educator
-Parent fills up a short form of subjects required & no hours per week
-Then the short contact form is moved to the integrated chat system.
-Once the date and time had been confirmed by both parent and educator, the educator clicks a button to invoice Parent (refer to Integrated Chat System Below)
3. Educator
- Able to register (upload documents such as IC, copy of water bill, etc.)
- Enter location, subjects offered, price per hour
- Progress bar that shows the completeness of profile
- Choose testimonials and reviews
- In the description box, blacklist phone numbers and websites, and following keywords ‘WhatsApp, Facebook, WA”
B. Integrated Chat System
- Invoice creator made by Educator (Educator inputs date, time, address, the system would fill up the rest like Name, phone number, email, etc.)
- Once invoice made, an email will be sent to Educator’s email and Parent’s email regarding invoice made
- 1 day before agreed date, email reminder is sent out to both educator and parent
- After successful educator hours completed, parent goes to the invoice, pays via Stripe
- If Parent reschedule or Educator fails to show up, dispute button can be pressed. For dispute button, show warning and pop-up, “Are you sure you want to dispute this transaction? The transaction will be paused while an administrator review the conversation. Are you sure you want to proceed?”
C. Email System

-Confirmation email
-Application Approval email
-Application Rejected email
-Change of password
-Invoice issued email
-Invoice reminder 1 day before date
-Invoice paid/receipt
