generate 250+ different bingo plates

I wish to get a program that is able to generate 250+ different bingo plates with the periodic table as the labels, and output it as a pdf. i have a special setup, for the layout i want fullfilled. I want it as a 9*3 grid with 15 elements in it. every row will have 5 different elements. every column will have 0-3 different elements, but it will be so the elements from 1-9 will be in column 1, 10-19 will be in column 2, 20-29 will be in column 3 etc. I want them all to be different. I can provide a txt file with the periodic elements from 1-90 seperated by a new line.
