Create me a python script that creates PayPal accounts

Hello, I want a python script that creates a paypal accounts (the accounts don't need to have email), I have a txt file where it has all of the account information needed is provided on separate lines. The password can be the same on all of the accounts.
eg.
[login to view URL], FirstName1, LastName1, PostCode1, Addressline1, Town1, DOB1
[login to view URL], FirstName2, LastName2, PostCode2, Addressline2, Town2, DOB2
Extra info:
As PayPal accounts require code verification, I have writen a script that saves the latest paypal code to a [login to view URL] file. You could make the script ask for a phone number each time before it creates an account and wait until the [login to view URL] file has changed after the phone anumber has been inputed so it always enters the latest code for verification.
