creating a prgram for sheduling work for doctors

Job Description:
I need a program where i can generate a monthly schedule for doctors to work each day.
Global rules:
1. each day will need 6 doctors, for 6 positions: Toran1, Toran2, Toran3, Toran4, Conan1, Conan2
2. doctors who works in position Toran2,toran3,toran4 cant be working next day
3. doctors who work on position toran1 can still be next day on piston conan1,conan2
4. same doctor cant be on 2 positions on same day.
5. doctors will be 4 groups ( same doctor can be more than 1 group )
6. toran1 only from group 1, toran 2,3 --> only from group 2 , Toran4 only from group3, Conan1 and 2 only from group 4.
individual rules:
1. each doctor will have individual rules ( days he cant be, days he want to be , maximum days per month in a certain position ) .
the Ui is not that important as long as i can generate a table.
in the begining of the month i will need to input the month and the idividual requests.
the programing language u chose does not matter.
